Synergizing well with assassins, bullies, and fragile star-gatherers alike, Windy is a decent all-around pick to get that extra edge when pursuing or fleeing. At the very least, you will never move 1 with it in-hand, making it a hard counter to Sham's Delta Field.
Finding a Windy early-game on star normas will see it quickly discarded, but mid to endgame, especially in the hands of straggling players, does it become increasingly potent.
CPUs lack the sense to discard Windy, typically until after their first failed norma, so it works beautifully in stalling them on higher difficulties.
