Get a rare card from purchasing a card pack.

Strategy

As something that can only be accessed in the Shop, there isn't technically a way to rig this. Simply purchase enough card packs and eventually you'll find a 'rare' card. There's basically just a higher chance of finding a 'common' or 'uncommon' card until you've purchased all of both, which is required for the binder completion achievements.
It is recommended to reach Level 20 in multiplayer before making large amounts of purchases in the Shop, due to unlocking the highest Shop discount of 30% at Level 20.
